CONSTITUTION

 

NAME:

South River City Citizens

PURPOSE:

Educate residents of the area bounded by Congress Avenue on the West, Colorado River on the North, Parker Lane on the East South to Oltorf hence West to IH35 hence South to Ben White Boulevard hence West to Congress Avenue in the Methodology of Protection of the Ecological and Environmental Quality of Life in the above area.

MEMBERSHIP:

Encourage through Affirmative Action all residents over the age of 18 regardless of Age (over 18), Color, Creed, Handicap Lifestyle, Marital or Parental Status or National Origin, Race, or Sex to become active and pay annual membership as provided by the By Laws no part of which, or other net earnings, shall inure to the benefit of any member nor any substantial part as defined by Section 501 (h) of the U.S. Internal Revenue Code shall foster activities such as carrying on propaganda or other wise attempting to influence legislation or attempting to intervene or participate in any political campaign.

ORGANIZATION

Elect at an annual meeting normally in February an Executive Committee composed of the following co- or sole officers who may Appoint a Temporary Alternate: 1) President: 2) VP - Communication Coordinator; 3) VP -Delegate to ANC 4) VP - Membership; 5) VP--Newsletter 6) Secretary: 7) Treasurer 8) Parliamentarian; and 9) Area Coordinators and, exercise the duties provided in the By Laws.

South River City Citizens is divided into eight (8) specific areas, each having an Area Coordinator (or Co-Coordinators)

AMENDMENT AND BY LAWS:

Amendment of this Constitution by an Absolute Majority Vote of the Executive Committee subject to approval by the membership at their next meeting. Adopt By Laws y a 2/3 vote of those members of the Executive Committee present provided a majority quorum is present.

VOTING:

Only dues paid members may vote. There will be no proxy voting.

For Executive Committee votes, a quorum is reached when over fifty (50) per cent of the voting Executive Committee members are present. An affirmative vote of more than fifty (50) per cent of the Executive Committee members constituting a quorum shall be binding on the Association. For Executive Committee votes in the case of Co-Presidents, each president may have one vote. Any other office that is shared (including area coordinators) is limited to one vote.

OFFICERS:

 
1. PRESIDENT

1)

Appoint standing or special committees.

2)

Arrange general membership meetings, executive meetings, and any special meetings.

3)

Maintain reading file, consisting of correspondence received by SRCC. Have reading file available at meetings to circulate among members.

4)

Meet with representatives of the city government, staff, commissioners, etc., and other persons involved in issues of interest to SRCC.

5)

Preside at meetings: set agenda and follow it in order; follow parliamentary procedure; assign floor to members during meetings; adjourn meetings on time.

6)

Provide leadership in establishing priorities of SRCC activities.

7)

Represent SRCC at hearings, meetings, etc. relevant to concerns of the neighborhood.

8)

Respond to correspondence received when appropriate, or delegate such duties to appropriate member. Keep copies of all correspondence.
2. VP-COMMUNICATIONS COORDINATOR

1)

Assist officers in contacting specific members when special issues arise of interest to a small group.

2)

Establish and maintain contact with network of officers, area-coordinators, and interested members within all areas of SRCC, to insure efficient relay of announcements.

3)

Include address, and home/work telephone numbers when compiling information for network.

4)

Initiate calls through the telephone network at request of President.

5)

Keep network viable by replacing members when necessary.

6)

Set deadline for contacts to be made. If anyone cannot be reached by phone, provide postcards to be sent.
3. VP-DELEGATE TO ANC
  Serve as representative of SRCC at meetings of the Austin Neighborhood Council and act as liaison between the two organizations to facilitate sharing of information.
4. VP-MEMBERSHIP

1)

Bring SRCC handouts to each meeting for distribution to new and prospective members.

2)

Circulate roll sheet for names, addresses, and telephone numbers of all persons attending meetings.

3)

Inform VP-Communications Coordinator of new members when received from Treasurer to relay information to Area Coordinators.

4a)

Maintain membership/mailing list.

4b)

Maintain current list of officers, area coordinators, block captains, committees, etc.
5. VP-NEWSLETTER
  Prepare and distribute newsletter and any special handouts as requested by President and approved by Executive Committee.
6. SECRETARY

1)

Attend all general membership and executive meetings and record the minutes of each meeting.

2)

Prepare a permanent record of minutes, including date, time, place, SRCC name, roll sheet, announcements, reports, motions, votes.

3)

Maintain files of SRCC organization.

4)

Read minutes at each meeting of the previous meeting, or have typed copy available for members to read and circulate during meeting.
7. TREASURER

1)

Deposit all monies in separate account in name of SRCC.

2)

Disburse funds in form of checks on SRCC account to members who incur costs approved by executive committee.

3)

Prepare financial statements annually.

4a)

Provide names, address of members paying dues to VP in charge of Membership to be added to membership! mailing list.

4b)

Provide report of fund status at each meeting and make such information available to officers upon request.

5)

Remind members of dues payable
8. PARLIAMENTARIAN

1)

Advise presiding officer on questions of parliamentary procedures

2)

Attend all general membership meetings and brings timepiece or timer.

3)

Limit discussion to time allowance agreed upon by general membership.
9. AREA COORDINATOR
  Within Executive Committee designated area:

1)

Aid interested persons in becoming members, receiving newsletters, notices of meetings, etc.

2)

Appoint adequate number of block captains to represent area.

3)

Assist VP-Communications Coordinator in establishing network within area and participate in the communication network by contacting persons within area.

4)

Relay dues and/or names, addresses, telephone, numbers of members to the Treasurer.
